mcc	A 16-bit integer representation of Mobile Country Code. Range - 0 to 999.
mnc	A 16-bit integer representation of Mobile Network Code. Range - 0 to 999.
rat	Radio access technology for which to register. 0x04 - RADIO_IF_GSM 0x05 - RADIO_IF_UMTS 0x08 - RADIO_IF_LTE
