Parameters
RefreshMode- The Refresh Event as in ETSI TS 102 223 [Section 8.6]
RefreshStage- Stage of a refresh procedure
  • 0x01 – Refresh start
  • 0x02 – Refresh success
  • 0x03 – Refresh failed
