Detailed Description

structure used to store all Alpha Identifier parameters.

Parameters:

	ReferenceID	- proactive command type that included the alpha identifier – 0x01; sends SMS proactive command
	AlphaIDLength	- length of AlphaID ( in bytes )
	AlphaID	- alpha identifier, encoded as in ETSI TS 102 223 [Section 8.2]
